<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Parks & Recreation Commission <br /> <br />FROM: Bryce Shearen, Parks & Recreation/Community Services Manager <br /> <br />DATE: September 28, 2018 <br /> RE: 2018 Capital Improvements Priorities <br /> <br />In the General Fund, the Council chose to set the 2019 preliminary gross levy increase of 3.41% <br />and a net a 4.68% net levy increase. At this time, the preliminary levy can be reduced but cannot <br />be increased. Council members indicated that they would like to see the gross levy increase <br />under 3% to maintain a steady level from previous years. <br />In order to accomplish this, revenue increases and expense reductions totaling approximately <br />$13,000 in the General Fund from the preliminary budget numbers will need to be made. Staff <br />believes this is a realistic target to attain before the 2019 Budget is adopted in December. <br />As with all budgeting decisions, limited resources are available for allocation. In the General <br />Capital Improvement Fund, competing interests need to be prioritized to make sure we are <br />addressing the most important needs in a timely manner. <br />The items below are the prioritization list that the Park & Recreation Commission approved in <br />December of 2017 (with additional notes on projects that have been completed or moved to <br />another year) as their top priorities. The overall listing was as follows: <br />1. Gervais Mill Park Garden - $51,750 – 2018 – Moved to 2019 <br />2. Spooner Park Playground - $129,000 – 2018 – Budget increased and moved to 2019 <br />3. Pioneer Park Playground - $250,000 – 2020 – Moved to 2020 <br />4. Edgerton Tunnel - $200,000 (This number is the total project cost estimated at $400,000 <br />with Ramsey County paying 50%) – Removed from the Capital Improvement Fund at this time, but <br />will be added back in once adjacent land becomes available. This will remain a top priority, which is in <br />line with the overall direction of continuing to make key trail connections. <br />5. Power Line Trail (Payne to Edgerton) - $75,000 – 2019 <br />6. Scoreboard for Pioneer Soccer Field - $10,000 – 2018 – Completed in 2018 <br />7. Screening of Portable Restrooms at various parks - $5,000 – 2018 – Completed in 2018 <br />8. Clearing of NW Corner of Spooner and area immediately north of Tennis/Pickleball <br />Courts - $20,000 – 2018 – Area north of courts has been cleared and seeded, work in NW corner of <br />the park will continue in Fall. <br />2019-Programmed Projects (Non-maintenance projects) <br />• Spooner Playground (Container/Equipment/Trail) - $285,000 <br />(Priority #2) <br />• Interpretive Signage - $16,725
