He noted that there would be a budget concern if the full-time <br />employee was hired now and then being able to continue with the apprentice <br />program. The Public Works Director stated that staff could look at hiring <br />the full-time position sooner than November 2019, and then budget for the <br />apprentice program again in 2020. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2018-10-223 AMENDING THE PUBLIC WORDS <br />APPRENTICE WAGE SCALE TO ENABLE STAFF TO PROVIDE A <br />WAGE ADJUSTMENT TO THE PUBLIC WORKS APPRENTICE <br />POSITIONS AT THE I- YEAR ANNIVERSAR Y BASED ON <br />DEMONSTRATED NEED AND BUDGET <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution adopted. <br />ACCEPT GRANT <br />The Parks & Recreation/Community Services Manager explained that <br />FROM GAMETIME <br />Spooner Playground was originally budgeted to be replaced in 2017, but <br />FOR SPOONER PARK <br />Council directed staff to hold off on the project until the Parks Master Plan <br />.PLAYGROUND <br />was completed. He noted that one common theme was that the new <br />EQUIPMENT & <br />playground should comply with the Americans with Disabilities Act (ADA) <br />PAYMENT FOR <br />standards to be accessible to people with disabilities. He explained that <br />BALANCE OF COSTS <br />some issues with grade challenges, ADA accessibility (around the <br />playground and getting to the playground from the current parking lot), the <br />age of the current containers, and location were identified with the current <br />playground area. He explained that the City Engineer reviewed the area to <br />give staff, the Parks & Recreation Commission and the City Council more <br />information about what should be done in that area. <br />The Parks & Recreation/Community Services Manager stated that it was <br />determined that the current playground containers and the bituminous path <br />around the shelter and to the existing play areas do not meet ADA standards. <br />He explained that the Parks & Recreation Commission felt that staff should <br />explore creating a new, level container for the new playground equipment. <br />He reported that a grant opportunity from GameTime was discovered as he <br />was contacting playground equipment manufacturers. He stated that city <br />staff applied and the City was awarded a grant in the amount of $84,205.00. <br />He explained that the terms of the grant require the City pay for and take <br />possession of the equipment in 2018. He noted that the swings are an <br />additional feature that was not part of the grant funding and would cost <br />$8,280.18, but it would be beneficial to order the swings with the <br />playground equipment in order to save on freight charges. <br />13 <br />
