MINUTES <br />CITY COUNCIL <br />NOVEMBER 14, 2018 <br />Election Judges for their dedicated service to the City in conducting the <br />election. The Clerk reported that John Keis was re-elected to a two year <br />term as Mayor, and Tom Fischer and Christian Torkelson were also re- <br />elected to four year terms as Council Members: <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION 2018-11-234 - ACCEPTING THE NOVEMBER G, 2018 <br />STATE GENERAL ELECTION RESULTS AS PRESENTED. <br />The foregoing resolution was duly seconded by Montour. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2018-11-235 - ADJO URN THE CANVASSING <br />BOARD MEETING AND RECONVENE THE REGULAR CITY <br />COUNCIL MEETING <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution adopted. <br />RETAIL TRADE The City Administrator reported that the University of Minnesota Extension <br />ANALYSIS FOR provides a service to help local communities understand and strengthen their <br />LITTLE CANADA local retail market. He explained that this retail trade analysis helps by <br />providing accurate local sales data, helping the community plan for business <br />expansion or recruitment, compares our community sales data to others and <br />assesses the strengths and opportunities of our local businesses. He stated <br />that the market analysis can help the City understand the current market <br />forces in our region. <br />Michael Darger, University of Minnesota Extension, stated that they used <br />the City's sales tax data from the Minnesota Department of Revenue. He <br />explained what a pull factor is and showed the comparison chart between <br />Little Canada, Arden Hills, North St. Paul and Vadnais Heights. The City's <br />pull factor overall is 1.28, up from 0.94 in 2012. <br />Torkelson asked if these numbers include all locations of a business or only <br />the Little Canada stores. Mr. Darger stated that as much as possible, the <br />Department of Revenue separates the amounts into the specific locations. <br />He noted that internet sales are not included in these numbers. <br />S <br />
