STAFF REPORT

TO: Parks & Recreation Commission

FROM: Bryce Shearen, Parks & Recreation/Community Services Manager

DATE: November 30, 2018

RE: Spooner Park Parking Lot Update

At the joint workshop with members of the Canadian Days Committee in October, there was
discussion of adding additional parking at Spooner Park somewhere around the existing parking
lot near the upper shelter. Four different options were presented and discussed.

In November, the Canadian Days Committee committed to donating $50,000 to the City to help
fund the cost of a new parking lot in Spooner Park and has pledged to donate additional funds if
they are available in the coming years. This generous donation may speed up the timeline to get a
parking lot project completed for Spooner Park.

No decisions have been made regarding location, design, or cost, but staff will be looking at
options this winter and making a recommendation to the Parks Commission and Canadian Days
Committee. It is hoped that much of the buckthorn, scrub trees, and brush can be cleaned out of
the northwest corner of the park this winter so the area can be better evaluated for a potential
parking lot.

Since the Canadian Days Committee is donating a large amount of money to the project, it will be
consulted on the design process. The idea is to provide the desired additional parking with a
parking lot that works for all parties involved.

Staff will update the Parks Commission and Canadian Days Committee as the project moves
forward.
