The streets where <br />improvements are proposed are as follows: <br /> <br /> County Road D – Payne Avenue to Greenbrier Street <br /> Greenbrier Street – County Road D to Labore Road <br /> <br />The feasibility report includes information on the existing conditions and property <br />assessments as outlined in the City’s Assessment Manual. County Road D is a County <br />Road and a boarder road with Vadnais Heights; therefore all improvements and funding <br />of that portion of the project will also need to be approved by Ramsey County and <br />Vadnais Heights. Joint meetings have been held with all entities and the consensus has <br />been to move the project forward based on the estimated costs and funding splits <br />provided in the report. Prior to final approval of any plans Ramsey County and the Cities <br />of Vadnais Heights and Little Canada will execute a Cooperative Agreement for the <br />project. The final determination on the assessments will not be made until the <br />assessment hearing, but staff feels that the recommendations of the report provide for <br />an equitable treatment of all properties based on the information known to date. <br /> <br />At this time we are requesting the City Council accept the feasibility report and c all for <br />the Public Hearings for the listed road segments. Staff is proposing the Public Hearings <br />be held on Thursday, January 24, 2019 but that date can be moved to the following <br />week to fit the Council’s schedule. We are also asking the City Council to determine if <br />the maximum assessment rate should be held at the 2018 rate of $73.44 per assessable <br />front foot or be raised to the proposed $75.64 a 3% increase.
