<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> FROM: Chris Heineman, City Administrator <br /> <br />DATE: December 19, 2018 <br /> <br />RE: NSAC Professional & Technical Services Agreement <br /> <br />The North Suburban Communications Commission (CTV North Suburbs) has proposed some changes <br />to the annual service contract for each of its contract communities. Due to a 40% funding cut related <br />to the Comcast PEG grant, CTV has had to reorganize in order to better serve their partner cities. <br />These changes include instituting a new security policy that states only CTV employees will be <br />permitted to cablecast. For many years, the City of Little Canada has employed part-time staff for <br />approximately 25-35 hours per pay period to record, edit, produce, and cable cast various meetings and <br />events for the City. These employees provide a valued service to the community, and have also <br />assisted with other public communication and infrastructure projects. <br />Additional changes include a new service called the Neighborhood Network program. If Little Canada <br />chooses to participate, CTV will produce at least 2 productions per year related to Little Canada which <br />will be cable casted, webcasted, and archived for city use. <br />The proposed Service Agreement includes a proposal for contracting with CTV for municipal <br />production services. The CTV proposal is up to 132 hours of production @ $4,224 per year. CTV is <br />also offering a discount of 40% on Municipal Production Services for new clients, resulting in a total <br />cost of $2,534 for 2019. Existing staff currently provide this service in addition to other duties. <br />In the past, all Little Canada sports teams have had one of their games televised each season. A copy <br />of the game was mailed to the coaches to be shared with the team and the games have been replayed on <br />the local cable access channel. As Parks & Recreation program participation has been changing over <br />the years, staff is reevaluating the types of events that are recorded and broadcast to better represent <br />our Parks & Recreation program offerings. <br />Staff recommends approval of the 2019 CTV Service Agreement with one of the following options: <br />Option A: Approve the 2019 CTV Service Agreement as proposed <br />Option B: Approve the 2019 CTV Service Agreement with the exception of Municipal Production <br />Services. Existing part-time staff will continue to provide municipal production services.
