MINUTES <br />Parks & Recreation Commission <br />March 6, 2008 <br />When asked about the funding, Morelan stated that the LCRA had initially intended to fully <br />fund the project with an estimated cost between $90,000 - $100,000. The City has no funds <br />appropriated for this project. The estimated costs for the concrete have now been projected to <br />be much higher than initially anticipated. More realistic costs for the total project should be <br />available once bids for the project have been completed. Sanders stated that the recommended <br />concrete will be an 8" slab that is reinforced every 12" to prevent cracking. <br />Father Dave Kohner, 450 Little Canada Road, asked about the anticipated noise levels. Bach <br />answered that it is designed to cut and abate the sound. The noise level is tolerable, less than the <br />noise at a sofrball game. Father Kohner also asked about the hours the park would be used. <br />Morelan answered that the park would not be available after dark. Father Kohner also asked <br />when the project would be completed. Morelan said he hoped the project would be finished and <br />in use this summer. When asked by Father Kohner if the design would limit the number of <br />skaters at one time, Bach replied that the skaters have to take turns. It will only hold a certain <br />number of skaters at one time. ;;ventually user patterns will dictate how the park will be used. <br />Bach suggested posting times for different age groups if it became too crowded at times. <br />Derek Anderson asked if the Park & Recreation Department has considered offering a skate <br />board class to the youth. Morelan answered that it might be a possible program course for the <br />future. <br />Commissioner Maida commented that his research showed skate boarders vary from 8 to 20 <br />years of age. He inquired about the current parking capacity around the Old Fire Hall facility. <br />Morelan stated 10-12 spots were available behind the OFH, six were available in the front in the <br />evenings and weekends, as well as the parking lot to the west of the facility. He also asked if <br />Sanders could locate the closest resident to the skate park on the map. Sanders noted that they <br />would be within 150' of the park, but the homes are at a higher elevation. <br />Chairperson Davis thanked all in the audience who came for the neighborhood meeting for their <br />participation and comments. Sanders took the designs out to the lobby for the audience <br />attendees to examine further. <br />Morelan suggested that the commission request city staff to redefine the specifications for the <br />concrete and get bids for that from different contractors. There was more discussion about <br />having the skate park located where the pleasure skating rink is currently and moving the shed. <br />Morelan stated that originally it was set for $70,000 for the equipment, but that could also <br />fluctuate depending on the size and location of the skate park. Morelan also stated he would <br />like to see the pleasure skating rink moved to the south of the hockey rink. That property is <br />currently owned by St. John's Church. He stated the city could possibly negotiate to acquire <br />that property from the church. <br />Derek Anderson asked if there were any future plans to upgrade or improve the warming house. <br />He also inquired if it could be moved to a location between the two ice skating rinks. Morelan <br />replied that it was built in 1978 or 1979, and has had it inspected for stability. The reports <br />showed it is structurally sound.
