MINUTES <br />CITY COUNCIL <br />JULY 23, 2008 <br />PLAT Blesener noted that the City current has three plats in various stages of <br />EXTENSIONS approval. The developers of these plats have been seeking approval <br />extensions and are not moving forward with development. Blesener asked <br />the Council their feelings on putting a limit on extensions. He noted <br />recent changes to residential plat standards that these three plats are not <br />subject to. Should there be a limit on extension, and these developers do <br />not proceed, their approvals would lapse. The properties would then <br />become subject to the new standards. <br />The Council discussed this issue at length and the consensus was to not <br />develop a policy limiting the number of extensions, but to consider each <br />request for an extension as it is made. <br />FIRE The City Administrator reported that the City's Fire Inspection <br />MARSHAL Department was staffed with apart-time Fire Marshal and apart-time <br />POSITION Deputy Fire Marshal. The Fire Marshal recently retired, and the Deputy <br />Fire Marshal took his place. The new Fire Marshal has expressed interest <br />in becoming afull-time employee. The Administrator stated that he <br />informed the Fire Marshal that he would bring this issue to the Council for <br />consideration. <br />The City Administrator stated that there was adequate work to support a <br />full-time position or two part-time positions. He reported that the Fire <br />Marshal has indicated the need to get a better program in place for getting <br />fire inspections done for the City's businesses. The Administrator <br />reported that there are a variety of ways to cover the cost of the full-time <br />position and business inspection program. Options include business <br />licensing, administrative fines, or implementation of a cost schedule for <br />re-inspections. The Administrator reported that some properties consume <br />more resources than others relative to fire inspections. He suggested <br />under the re-inspection fee program, the initial inspection and compliance <br />inspection would be at no cost. However, if compliance is not achieved <br />and the Fire Marshal has to return for re-inspections, fees would be <br />charged to cover these costs. <br />Allan indicated that she was not supportive of a business licensing <br />program for all City businesses. The difficulties in getting all businesses <br />licensed and collecting licensing fees was noted. Blesener indicated his <br />support for a re-inspection fee. <br />The City Administrator indicated that a business licensing fee would <br />provide good information on the businesses operating in the City. He <br />indicated that the license fee would have to be adequate to cover City <br />costs. The Administrator indicated that he felt non-compliant propeiā€¢cies <br />should pay more, and noted that administrative fines or re-inspection fees <br />
