MINUTES
CITY COUNCIL
JULY 23, 2008
PRECISION The City Administrator reported that the owners of Precision Tree have
TREE approached the City relative to the City's purchase of their property for a
Public Works Garage. The Administrator indicated that Precision Tree
has not indicated their asking price. He noted that the County's tax
valuation of the site for 2009 is $723,900.
The Public Works Superintendent indicated that he has looked at the site
and the building and feels it is a workable property for the Public Works
Garage. The existing building is approximately 5,000 square feet, and
based on the study done a few years ago on Public Works' needs, an
addition of 5,000 square feet would be needed. The Superintendent
reported that the Precision Tree building has four bays, and Public Works
would need to add another four bays. These bays do not have drive-
through capability, but that is not a big concern.
Allan asked about salt storage. The Superintendent indicated that that
would occur within another building on the site.
The City Administrator indicated that the biggest concern would be with
outdoor storage and the visibility of the property from the Yorkton Ridge
residential area. Blesener indicated that he would not want to do any more
outdoor storage on the site than what is allowed in the I-P District, even if
the City purchases the property and rezones it to Public. Blesener pointed
out the issues that the City has had with Precision Tree over outdoor
storage.
McGraw asked how much outdoor storage Public Works has. The
Superintendent indicated that Public Works stores black dirt and gravel,
and well as stockpiles concrete and asphalt until they have enough to
recycle. There is also some storage of gate valves and hydrant parts as
well as equipment implements. McGraw suggested the addition of a cold
storage building to the site to enclose this outdoor storage. The
Superintendent felt a 2,000 to 3,000 square foot cold storage building
would be adequate.
The Administrator pointed out that some outdoor storage would be
allowed in the I-P District. Blesener felt that if the City can meet I-P
standards, the site would be a good one.
Keis asked if the economics work. The Administrator replied that he does
not know what Precision Tree wants for the property. He suggested that
he contact Precision Tree to pursue specific details. Council agreed.
2
