MINUTES <br />CITY COUNCIL <br />JULY 23, 2008 <br />Blesener suggested that the Administrator determine if other cities utilize a <br />business licensing program. He felt such a program would be problematic <br />to enforce. Allan expressed her support for re-inspection fees. <br />CHAMBER The Council expressed their support for continuing membership in the <br />OF COMMERCE Twin Cities North Chamber of Commerce for one additional year. The <br />MEMBERSHIP membership will be re-evaluated after that time. <br />NE The City Administrator reported that water main and sanitary sewer <br />UTILITY have now been run to the edge of the northeast quadrant of the City via <br />CONNECTION Maplewood's improvement project. The Administrator pointed out that <br />the Richie Place development may proceed in the not too distant futm•e, <br />and the City should be ready to extend the sanitary sewer line in order to <br />avoid the need for lift stations. The Administrator reported that utility <br />easements are necessary through the Battista and Himmelbach properties, <br />and neither property owner appears to be receptive to granting the <br />easements at this time. <br />The Administrator pointed out that the City Attorney has indicated that he <br />has achieved some success in the past in obtaining easements. It was the <br />Administrator's recommendation that the City Attorney be authorized to <br />discuss these easements with Mr. Battista and Mr. Himmelbach. Council <br />agreed. <br />LITTLE The City Administrator reported that the Mayor has been working with <br />CANADA MNDOT to complete the installation of a new railing on the Little Canada <br />ROAD Road bridge as well as complete concrete painting. MNDOT has <br />BRIllGE indicated that the work will be completed this summer, however, no <br />specific dates have been set. <br />Blesener noted that the City had budgeted $50,000 towards Little <br />Canada's share of the cost of these improvements. Based on the latest <br />estimate from MNDOT, the City's costs will be $90,000. Total project <br />costs are approximately $165,000. Little Canada is responsible for 55% of <br />project costs and MNDOT 45%. <br />The City Administrator noted that this work is MSA eligible. Therefore, <br />the City can utilize MSA dollars for these costs. <br />The Council discussed the costs, and it was noted that the concrete <br />painting is an expensive part of the project. There was some uncertainty <br />that concrete painting was included in the $165,000 project costs, with the <br />
