MINUTES <br />CITY COUNCIL <br />JULY 23, 2008 <br />Montour asked the next steps. The Planner indicated that once the draft is <br />completed, a workshop meeting will be held with the Planning <br />Commission and the City Council. After that review, a public forum will <br />be held to present the proposed Comp Plan to property owners. There will <br />also be meetings held with Met Council staff prior to submittal of the final <br />document. <br />The Planner indicated that the Comp Plan update is a relatively easy <br />process for Little Canada given the consistent goal setting work that the <br />City has done. <br />Blesener noted that the transportation section of the plan identifies the <br />parking lot at Little Canada Road and McMenemy Street as a park and <br />ride. Blesener noted that the City does not consider it as such. He also <br />recommended that reference to a park and ride at Rice Street and Highway <br />36 be eliminated. Once the Highway 36 bridge is reconstructed, there will <br />likely be no room to install a park and ride. <br />CANABURY The City Administrator reported that the Canabury Square Condominium <br />SQUARE Homeowners' Association has presented a petition requesting that a public <br />HOUSING hearing be held to determine if their property should be declared a <br />IMP. AREA Housing Improvement Area (HIA) pursuant to MN Statutes, Chapter <br />PETITION 428A. The Adminisriator reported that the petition is adequate and has <br />signatures from over 30% of the property owners. The Administrator <br />reported that the Association is still gathering information on the bidding <br />process for improvements at the complex. The Administrator <br />recommended that the City delay drafting the housing improvement area <br />ordinance until that information gathering is completed. <br />Blesener asked if the City holds the public hearing. The City <br />Administrator replied that the City would be holding two public hearings. <br />The first would be a hearing to consider the adoption of an ordinance <br />establishing the housing improvement area. The second hearing would be <br />for adoption of fees related to the HIA <br />Blesener asked how long the HIA law remains in effect, noting that he <br />thought this availability would sunset. The Administrator reported that the <br />law sunsets on June 30, 2009. However, the League of Minnesota Cities <br />is pursuing legislation for a permanent enactment. The Administrator <br />reported that receipt of the Canabury Square petition is for information <br />purposes at this time. <br />18 <br />
