MINUTES <br />CITY COUNCIL <br />JULY 23, 2008 <br />CANADIAN Montour noted that the annual Canadian Days Celebration will be held <br />DAYS in Spooner Park on August 1, 2, and 3, 2008. Visit the City's web site for <br />detailed information on Canadian Days events. <br />CONDITIONAL Mayor Blesener opened the Public Hearing to consider an application <br />USE PERMIT - for Conditional Use Permit to allow two garages as well as total garage <br />620 KELLER space over 1,000 square feet for 620 Keller Parkway as requested by <br />PARKWAY - David Schwietz. It was noted that the City Planner and the Planning <br />SCHWIETZ Commission have recommended approval subject to conditions outlined in <br /> the City Planner's report dated July 3, 2008 and subject to the larger <br /> garage being limited to a one-story structure. <br />The City Planner reviewed the request for a CUP for the two garages. He <br />noted that Mr. Schwietz's long-term plan is to tear down his existing <br />house and build a new house that would be attached to the proposed larger <br />garage. The Planner noted that one of the garage options proposed by Mr. <br />Schwietz is for atwo-story garage structure. As a separate structure, the <br />second floor of the garage would be counted as garage space, which brings <br />the total garage space to well over the 1,500 foot maximum. However, <br />once a house is attached to that structure, the upper floor would not be <br />counted as garage space. The Planner noted that the Planning <br />Commission struggled with this issue given there was no definite <br />timeframe for construction of the new home. Their recommendation was <br />to limit the larger garage to one-story. The Planner also noted that the <br />total garage space proposed is 1,547 square feet, and the recommendation <br />is that one of the garages must be downsized so that total space does not <br />exceed the 1,500 square foot maximum. <br />David Schwietz appeared before the Council and noted that one of the <br />problems is the poor soils on his property which necessitate that pilings be <br />installed. By proposing the two-story garage structure, he is trying to <br />maximize his investment. <br />Blesener pointed out that there are no guarantees that the new house would <br />ever be constructed. Schwietz indicated that he could not commit as to <br />when a new house would be built. He pointed out that his existing three- <br />car garage is in very poor condition and needs to be replaced. Again, due <br />to soil conditions, pilings would have to be installed. Schwietz stated that <br />it would be possible to install a basement under the garage as there is one <br />under his house. <br />Blesener asked the use of the smaller garage that Schwietz is proposing. <br />Schwietz indicated that it would be used for the storage of lawn <br />maintenance equipment. <br />2 <br />
