<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Jessica Jagoe, Associate Planner <br /> <br />DATE: February 22, 2019 <br /> <br />RE: Northeast Respite Resolution of Support <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />The City Council is asked to approve a Resolution of Support for Northeast Residence in their efforts <br />to be awarded funding from Ramsey County through a Community Development Block Grant. <br /> <br />BACKGROUND: <br />City staff was approached by Heidi Holste, Executive Director, for Northeast Residence at 410 Little <br />Canada Road E. regarding future building maintenance needs. Specifically, Northeast Residence has <br />an immediate need for a new roof. Northeast Residence serves individuals with developmental <br />disabilities in their respite program located here in Little Canada. The organization has over 300 <br />employees and service 160 individuals with disabilities throughout all of their locations in group <br />homes, in-home respite, out-of-home respite, and in an adult day care. <br /> <br />After exploring potential funding options, staff is working with Northeast Residence to apply for a <br />Community Development Block Grant (CDBG) through Ramsey County to secure funding for the <br />much needed roof replacement. They are seeking a partnership with the City of Little Canada to show <br />our support of their efforts to obtain funding. City staff has prepared the attached Resolution of <br />Support that Northeast Residence would then include in their grant application. <br /> <br />The deadline to apply is March 8, 2019 for eligible projects that can be underway by fall 2019. The <br />Community Development Block Grant supports low and moderate income residents located in <br />suburban Ramsey County to address community priorities. Applicants must demonstrate the <br />following: <br /> <br />• The proposed capital activity is an eligible use of funds, feasible and can be completed in a <br />timely manner. <br />• There is a clearly identified need for proposed project and it is associated with a specific human <br />service program that will be housed in the facility. <br />• The project will impact to low income, special needs and/ or homeless persons. <br />• There is ongoing funding available to support the human service program over time. <br /> <br />
