February 25, 2019 <br />Dear Council Members: <br />Northeast Residence (NER) is grateful for this opportunity to partner with the City of Little <br />Canada in an application for Community Development Block Grant (CDBG) through Ramsey <br />County for a much-needed roof repair. NER serves over 140 individuals with development <br />disabilities in a number of different ways, including group homes, in-home respite, Adult Day <br />Care and extended day respite, we also have nearly 300 employee’s organization wide. We <br />currently serve 46 individuals and families at our Respite location at 410 Little Canada Road East <br />in Little Canada, Minnesota. Our mission is: “Supporting children and adults with developmental <br />disabilities to live to their fullest potential.” <br />Brief History <br />NER was incorporated in 1973 by a group of parents and interested citizens who saw the need <br />to provide services to children and adults with developmental needs. Since our inception we <br />have grown by listening to the needs of the families and individuals we support to the <br />organization we are today. Our Respite program moved into its current location in Little Canada <br />in 2000. <br />We make every attempt to plan and to fund these important and necessary items such as roof <br />repair through prudent spending, fundraising and partnerships with foundations and other <br />corporate partners, but we also must face reality and make choices to improve our infrastructure <br />needs based on our reimbursement rate as well as our donations and partnerships. We would <br />appreciate your support in a partnership from Ramsey County in the form of Community <br />Development Block Grant in the amount of $25,000 for a much-needed roof repair at 410 Little <br />Canada Road East. <br />Need for our Services <br />All of the services we provide are in extremely high demand to families at the same time as a <br />staffing crisis that exists in the caregiving profession. As we see the demand for our services <br />growing, especially in our Respite Program, the needs of the families we serve are also evolving. <br />In response, NER is committed to sustainably serving more families, and to creating diverse <br />options that support self-determination, person-centered care, and relevancy for the people we <br />serve. All the individuals we support receive Medicaid to support the services they need and that <br />we provide. <br />Each year we conduct surveys of the people we serve, their families, and their teams. We are still <br />gathering the results from 2018, but indications are very similar to our responses in 2018. Based <br />on annual surveys in 2018, 90% of people served will report being "happy" or "very happy" in <br />our programs, and 90% will say they would recommend the program to others.
