<br />in any park except with a special permit or in such areas and at such times as
<br />may be designated by the City, and except at such places where beverages are
<br />sold by licenses of the City.
<br />
<br />12. Controlled Substances. No person shall use, possess, consume, administer, dispense,
<br />sell, give away or be under the influence of any controlled substance listed in Schedules I-V, Chapter
<br />152, Minnesota Statutes, 1974, as amended, except when such use, possession, influence and
<br />administration are authorized by Statutes.
<br />
<br />13. Gambling.
<br />
<br />a. No person shall play, participate in, wager on or against any game of chance
<br />or activity defined by Sections 609.75 and 609.76, Minnesota Statutes, 1974,
<br />as amended.
<br />b. No person shall operate any gambling device or conduct any game of chance
<br />defined by Sections 609.75 and 609.76, Minnesota Statutes, 1974, as
<br />amended.

<br />8. Parades, Entertainment, Public Meetings.
<br />
<br />a. No processions, parades, pageants, ceremonies, exhibitions, celebrations,
<br />training exercises, speeches, entertainment or other public gatherings shall be
<br />allowed to pass through or take place in any park or on any parkway except
<br />with written permission of the City upon approval of the application for
<br />parade or public assembly permit.
<br />
<br />15. Games.
<br />
<br />a. No person shall engage in any potentially dangerous games involving thrown
<br />or propelled objects, such as footballs, baseballs, horseshoes, arrows, golf
<br />balls, model airplanes or similar objects except in areas specifically
<br />designated for such usage.
<br />
<br />9. Advertising.
<br />
<br />a. No person shall distribute or disseminate any leaflets, pamphlets, circulars,
<br />handbills, advertisements or other written or printed materials except with the
<br />written permission of the City.
<br />
<br />b. No person shall post, display, affix or attach any sign, poster, placard, notice,
<br />banner or advertisement to any tree, building, shelter, fence, pole or other
<br />structure except with the written permission of the City.
