<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Parks & Recreation Commission <br /> <br />FROM: Bryce Shearen, Parks & Recreation/Community Services Manager <br /> <br />DATE: February 1, 2019 <br /> <br />RE: Sand Volleyball Court <br /> <br />BACKGROUND: <br />The City Engineer has been working on a grading plan for the new playground and trail <br />replacement at Spooner Park. As you may recall, the trail from the current parking lot and upper <br />shelter to the new playground will be regraded this spring to be an ADA compliant trail. In order <br />to maintain an ADA compliant trail and not disturb the sand volleyball court, the inside (east) <br />side of the trail will have a considerable steep slope. The steep slope will affect maintenance <br />equipment and access to the open area of the park for Canadian Days. With the removal of the <br />sand volleyball court, the City Engineer is able to create a more gradual grade that will mitigate <br />the need for steep sloping on the side of the trail. <br /> <br />Staff will evaluate the need for a sand volleyball court and explore areas of the park where a new <br />location could be. The court is used, but more often people will bring their own net and set up a <br />court on the grass in the open areas of the parks. <br /> <br />STAFF RECOMMENDATION: <br />Staff is recommending that the sand volleyball court is removed which will allow more room to <br />create a more gradual slope around the trail. Staff is looking for comments from the Commission <br />on the recommendation of removing the sand volleyball court and reevaluating the need and <br />possible new location. <br />
