<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bryce Shearen, Parks & Recreation/Community Services Manager <br /> <br />DATE: March 19, 2019 <br /> <br />RE: Approval of Poured-In-Place Rubber Surfacing <br /> <br />BACKGROUND INFORMATION <br />When the discussion began about the new playground at Spooner Park, staff approached the <br />Little Canada Recreation Association (LCRA) about their interest in participating in this project. <br />The LCRA expressed a strong desire to participate in this project since it was directly in line <br />with their mission and goals of promoting recreational programs and facilities for the residents of <br />Little Canada. The President of the LCRA was included in the planning discussions and <br />conveyed a message that they would like to see the next playground focus on providing an all- <br />inclusive playground that is fully ADA accessible. The Parks & Recreation Commission also <br />echoed those comments. <br />The playground equipment that was selected is an all-inclusive play system and will be ADA <br />accessible. The city had budgeted for wood-fiber play surfacing that is compliant with ADA <br />accessibility. The LCRA wanted to add a feature that would make this playground stand out, be <br />unique to the area, and provide an enhancement that everyone in the community could benefit <br />from. In discussions with the LCRA, they wanted to explore the cost for poured-in-place (PIP) <br />rubber surfacing. PIP surfacing is a durable and long lasting surfacing solution available for <br />playgrounds. PIP is also highly accessible surface that meets accessibility standards set forth by <br />ADA guidelines allowing play for children and adults of all abilities. <br />Staff presented two options to the LCRA for PIP surfacing. Option 1 consisted of a combination <br />of wood-fiber and PIP surfacing. Option 2 consisted of an entire PIP surface for the complete <br />playground area. The quotes for the above options were received from Minnesota/Wisconsin <br />Playground using U.S. Communities, which is a Government Purchasing Alliance providing <br />competitive bid public contracts. At the LCRA meeting on January 8, 2019, the membership <br />approved funding the PIP surface for the complete playground area. <br />SOURCE OF FUNDS <br />The funds for the PIP surfacing will be from the $111,345.00 donation from the LCRA that the City <br />Council accepted at their meeting on Wednesday, March 13. <br />STAFF RECOMMENDATION
