MINUTES <br />CITY COUNCIL WORKSHOP <br />MARCH 13, 2019 <br />Mr. Weidmeyer stated that it takes him a few days after shooting the video to <br />complete the post -production work. <br />Ms. Healey discussed webeasting and explained that an event could be filmed <br />and shown live on their website or social media. Mr. Weidmeyer stated that they <br />can do larger scale production services on a for -hire basis. The new CTV <br />website was reviewed. <br />TOBACCO 21 The City Clerk stated that cities are adopting ordinances raising the legal age to <br />DISCUSSION buy tobacco from 18 to 21 years old. She reported that Shoreview and Roseville <br />adopted the Tobacco 21 ordinances in 2018, and a bill is before the Legislature <br />this session to raise the age in Minnesota. She stated that the Council has not yet <br />had a formal discussion about this and since it has become an issue that many <br />cities are moving ahead with, Staff is looking for direction from the Council. <br />-She stated that Katie Engman, the Program Director of the Association for <br />Nonsmokers -Minnesota is here to provide an overview of the Tobacco 21 efforts, <br />along with an update of the status of the bill that is at the Legislature this session. <br />Ms Engman stated adoption of the Tobacco 21 ordinances have been fairly non- <br />controversial in the cities they have worked with. She noted that Minneapolis <br />has already raised the age limit to 21 along with other restrictions on flavored <br />tobacco products, and St. Paul will likely have completed adopting a Tobacco 21 <br />ordinance by July 2019. <br />Ms. Engman stated that cities should also remove language in their city codes <br />about penalties for people ages 18-20 that possess tobacco since they may have <br />legally purchased it in another city. Jeanne Weigum, Board President of the <br />Association for Nonsmokers -Minnesota, reported that the Tobacco 21 bill that is <br />in front of the Legislature this session will likely not pass. She noted that there <br />does not appear to be support from the Senate and may not even get a Senate <br />hearing. <br />There was Council consensus to move forward with an ordinance raising the age <br />limit to 21 to buy tobacco and tobacco products in Little Canada. <br />There being no further business, the workshop was adjourned at 7:28 p.m. <br />John .
