This cost shall include supervision, overhead, equipment, hourly wages and <br />fringe benefits of the employees involved. <br /> <br />1501.060. REPORTS AND ISSUANCE OF PERMIT. <br /> <br />(a) The City Administrator Engineer shall process all land fill or excavating permit <br />applications. Such applications for less than one hundred (100) cubic yards shall be <br />forwarded to the City Building Official for approval. <br /> <br />(b) Such applications for more than one hundred (100) cubic yards are subject to approval by <br />the City Council. The City Administrator shall forward such applications to the City <br />Engineer, City Building Official, and to appropriate governing agencies where <br />watersheds and shorelines are involved. The City's technical advisors shall be instructed <br />by the Administrator to prepare reports for the Council and the Administrator shall state <br />when such reports shall be in his hands for Council consideration. Any permit request <br />where the filling, excavating, and/or grading operation exceeds one acre must also obtain <br />a permit from the Ramsey Washington Metro Watershed District as well as an NPDES <br />permit from the Minnesota Pollution Control Agency. <br /> <br />(c) Expenses incurred in the review of the application which exceed the permit fee may be <br />collected in an action brought for that purpose in the name of the City; or the City <br />Administrator may certify to the County Auditor the amounts due, including penalty, <br />together with the legal description of the premises served and the County Auditor shall <br />thereupon enter such amount with the tax levy on said premises collectible with the taxes <br />for the next ensuing year. <br /> <br />1501.070. CONDITIONS OF OPERATION. Under no circumstances shall any such <br />land fill or excavating operation be conducted or permitted if the contents of the land fill or any <br />part thereof shall consist of garbage, animal or vegetable refuse; poisons, contaminants, <br />chemicals, decayed material, filth, sewage or similar septic or biologically dangerous material, or <br />any other material deemed to be unsuitable by the City authorities. <br /> <br />1501.080. BONDING. The Building Official or the Council may require either the <br />applicant or the owner or user of the property on which the land fill is occurring to post a bond in <br />such form and sum as the Building Official shall determine, with sufficient surety provided to the <br />City, conditional to pay to the City the extraordinary cost and expense of repairing, from time to <br />time, any highways, streets or other public ways where such repair work is made necessary by <br />the special burden resulting from hauling and travel in transporting fill material, the amount of <br />such cost and expense to be determined by the City Engineer; and conditioned further to comply <br />with all requirements of this Ordinance, and the particular permit, and to pay any expense the <br />City may incur by reason of doing anything required to be done by any applicant to whom a <br />permit is issued. <br />ESCROW.
