Stat. § 331A.01, subd. <br />11. <br />If the city intends to use special assessments to finance a local <br />improvement project estimated to exceed $175,000, the city must use <br />competitive bidding. If the estimated cost likely will not exceed $350,000 <br />(twice the amount required for mandatory competitive bidding), the <br />publication of the request for bids may be for any length of time the <br />council feels desirable (though statutory cities must still meet the 10-day <br />minimum advertising requirement), but it must run in the official <br />newspaper or recognized industry trade journal. <br />Minn. Stat. § 331A.03. <br /> <br /> <br />LMC information memo, <br />Newspaper Publication. <br />Under certain circumstances, cities have authorization to use two <br />alternative means of providing notice for bid advertisements, either in <br />addition to, or as an alternative to, the statutory requirements for <br />newspaper publication. <br /> The two-alternative means of dissemination include publishing on a city’s <br />web site or in a recognized trade journal. <br />Minn. Stat. § 331A.03. <br /> Certain conditions must be met when a city uses an alternative means of <br />dissemination: <br /> • The alternative dissemination must be in substantially the same format <br />and for the same period of time as required for newspaper publication. <br />• The city must simultaneously publish, either as part of its regular <br />meeting minutes or in a separate notice, a description of all the <br />solicitations being disseminated through alternative means.
