The <br />newspaper publication must indicate where to find the designated <br />alternative method. <br /> After the expiration of the six-month period, an alternative means of <br />dissemination satisfies any publication requirements. <br /> These represent minimum requirements. As the number of people or firms <br />receiving notification increases, so will the chances of receiving more <br />favorable bids or proposals. Consequently, cities find it a best practice to <br />advertise in magazines, newspapers, and trade journals that have readers <br />who could supply the needed article or construction work. In addition, the <br />city may personally contact merchants or contractors who may have an <br />interest in submitting a bid. <br /> c. Ct. <br />App. 1990). <br />• A description of the project or purchase being sought. <br />• The availability and location of specifications. <br />• Bid requirements (such as sealed bids, or any accompanying security). <br />• Where the bids must be submitted. <br />• The deadline for submitting bids. <br />• The time and place of the bid opening. <br />• The city officers who will be present for the opening. <br />• A statement indicating that the city may delay the award until certain <br />events occur. <br />• A statement indicating that the city reserves the right to reject all bids <br />submitted. <br />Minn. Stat. § 16C.285. <br /> <br />LMC information memo, <br />Competitive Bidding <br />Requirements in Cities. <br />A solicitation document for a public construction “project” estimated to <br />exceed $50,000 and awarded pursuant to either the lowest responsible <br />bidder selection method or the best value selection method must contain <br />certain information. A “project” means the “building, erection, <br />construction, alteration, remodeling, demolition, or repair of buildings, real <br />property, highways, roads, bridges, or other construction work performed <br />pursuant to a construction contract.” <br />Minn. Stat. § 16C.285, subd. <br />4. <br /> <br />A responding contractor shall submit to the city a signed statement under <br />oath by an owner or officer verifying compliance with each of the <br />minimum criteria at the time it responds to the solicitation document.
