MINUTES <br />CITY COUNCIL <br />APRIL 24, 2019 <br />Vicari, a senior at Roseville Area High School, stated that many of her <br />classmates use e-cigarettes and think they are safe and cool. She noted that <br />it is easy to have an 18 year old friend get them tobacco, but much harder <br />for high school kids to have access to a 21 year old. <br />Max, a Little Canada resident and a junior at Roseville Area High School, <br />stated there are many kids that vape in the bathrooms, and many are <br />younger freshman and sophomore students. He stated that he has a friend <br />who is very addicted to nicotine. <br />Annie, with Twin Cities Medical Society, which represents 4,500 <br />physicians and medical students in the metro area. She stated that people <br />think E-cigarettes are safer but they also have unsafe ingredients in them. <br />Kelly Johnson, 165 E. County Road B2, stated she started smoking when <br />she was 16 years old, but has been a non-smoker now for 4 months and it is <br />very hard to quit. She stated the Council has a chance now to prevent <br />youth from starting. She thanked the Council for supporting this change. <br />Keis stated that he lost a family member to lung cancer, so this issue is very <br />personal to him and he will support the ordinance. <br />Torkelson stated that it is obvious the coalition has done a lot to help cities <br />raise the age to 21, but he asked if they have done anything to help educate <br />parents and provide resources for parents to help their kids quit nicotine. <br />Chris Turner stated that they have provided presentations and educational <br />materials across the state for parent groups and helping them know what to <br />look for. <br />Upon motion by Keis, seconded by McGraw, the public hearing was closed. <br />CONSENT Fischer introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTION NO. 2019-4-49 —APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS, <br />*APPROVE CONTRACT FOR LITTLE CANADA FIRE STATION <br />REMODEL PROJECT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />
