Little Canada <br />Fire Department, Inc. 325 Little Canada Road East <br />Little Canada, Minnesota 55117 <br />Office: (651) 792-7680 <br />Fax: (651) 766-7092 <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Steve Morelan, Assistant Fire Chief <br /> <br />DATE: May 17, 2019 <br /> <br />RE: Fire Station Flooring <br /> <br /> <br />As part of the fire station Kitchen Remodel and Apparatus Bay Improvements projects, the fire <br />department considered replacing/resurfacing the floors in the apparatus bay, kitchen and roll call <br />room. The floors are original (1991). <br /> <br />The concrete apparatus bay floor has discolored, and the protective covering is bubbling and flaking <br />away in a few areas. There is also some permanent staining in a few spots. The tile kitchen/rollcall <br />room floor is completely worn out with deep grooves and scratches in the tile. <br /> <br />The Little Canada Fire Department has solicited bids for resurfacing the floors. Initial quotes to <br />resurface the apparatus bay floor were in the $35,000 range. After much discussion, the department <br />has decided not to pursue this at this time. We feel the floor is in adequate shape and can likely last <br />several more years before resurfacing is eminent. We will continue to monitor this situation. <br /> <br />Bid were received for the replacement of the kitchen/rollcall room floor: <br /> <br />• SwedeBro - $9,200 <br />• Concrete Science - $11,850 <br /> <br />The amount originally budgeted in the city Capital Improvement Plan for “Apparatus Doors and Bay <br />Improvements” ($83,000) included funding for all the floors. As you know, the other improvements <br />in this category totaled $70,000 and were previously approved by the Council. We are respectfully <br />requesting that the city transfer the remaining $13,000 in this category to the “Kitchen Remodel” <br />fund, to fund the replacement of the kitchen/rollcall room floor and other kitchen remodel expenses. <br /> <br />At a Board of Directors meeting May 13, 2019, the fire department approved the bid from Concrete <br />Science, subject to final approval by the City of Little Canada. Below are some of the reasons we <br />felt that Concrete Science would be the best choice: <br /> <br />1. Both bids received in our original request were not apples to apples. SwedeBro left out a <br />couple of steps for the Metallic flooring process according to a supplier's specifications <br />on how a metallic floor should be done, step-by-step. When we asked them to revise their <br />bid to add ALL the steps needed/required for flooring installation, they came back with <br />an updated revision with the missing steps added AND more product being used, yet the <br />total price never changed, which we thought was very strange.
