Kasma, P.E., City Engineer <br />DATE: June 19, 2019 <br /> <br />RE: Little Canada Road Paver Project <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve the City Engineer to prepare plans and specifications for the removal, salvaging <br />and replacement of concrete pavers along with miscellaneous work to comply with ADA Standards <br />on Little Canada Road. The estimated design phase tasks and survey are $55,000. The overall <br />project cost is estimated at $677,000. <br /> <br />BACKGROUND: <br />In 2001 the City constructed streetscaping on Little Canada Road from Rice Street to 3,300 feet <br />east at County Road C. The improvements consisted of landscaping, irrigation, sidewalk, <br />concrete pavers, and amenities. <br /> <br />Currently, the concrete pavers on the westerly portion of the roadway are showing signs of <br />settling, unevenness, deterioration and even failure along the northerly portion of the roadway <br />between Market Place Drive and the railroad tracks. The area that needs to be reconstructed on <br />the north side of the roadway is from Rice Street to approximately 100’ west of the railroad <br />tracks (1,925 feet). The area that needs to be reconstructed on the south side of the roadway is <br />from Rice Street to 350 feet east in the entire boulevard area and from that point east to Rustic <br />Place (only in the 2 feet directly behind the concrete curb and gutter). The total surface area <br />needing replacement is approximately 26,000 square feet. <br /> <br />In addition to the concrete paver repair, in order to meet ADA Standards, new concrete curb <br />ramps with truncated domes are proposed in the northeast and southeast quadrant of Rice Street, <br />at Middle Street, and at Market Place Drive. A modular block retaining wall is required on the <br />north side of the roadway in front of Thunder Bay Mall. This work is near the property line to <br />correct the elevation difference from the existing parking lot to the paver elevation. Currently, <br />the pavers have been sloughing off and falling down the graded slope. <br /> <br />Other improvements include subgrade excavation and new aggregate base in numerous settled <br />areas. Three (3) catch basins require adjustment along with associated concrete curb and gutter <br />work. Approximately 36 perennials will require excavation and replacement to allow for <br />resetting of concrete pavers. The remaining plantings and trees will remain in place. I will <br />present an aerial video which identifies all of the above improvements. <br />
