MINUTES CITY COUNCIL SEPTEMBER 25, 2019 DECEMBER 31, 2022, SUBJECT TO THE FOLLOWING CONDITIONS: • THE BUILDING OFFICIAL CERTIFIES THAT THE FACILITY IS SUITABLE FOR OCCUPANCYAS PROPOSED; • THE FACILITY IS OPERATED DURING DAYTIME HOURS FROMMONDAY THROUGH FRIDAY ONLY; • THE APPLICANT EXECUTES ANACTION SUMMARY AGREEMENT SPECIFYING THE TERMS OF THE INTERIM USE PERMIT, THE DISCONTINUATION OF THE TEMPORARY B UILDING AND USE; • IF LOCATION OPTION 2 IS CHOSEN, THE OPPOSING PARKING SPACES TO THE EAST OF THE TRAILER MAY NOT BE USED DURING THIS INTERIM PERIOD, AND THE DRIVE AISLE MUST BE KEPT OPENAT LEAST 24 WIDE The foregoing resolution was duly seconded by Torkelson. CONSENT McGraw introduced the following resolution and moved its adoption: AGENDA RESOLUTION NO. 2019-9-108 — APPRO VING THE CONSENT AGENDA WHICH CONTAINS THE FOLLOWING: *APPROVAL OF THE VOUCHERS, *APPROVE FINAL PARTIAL PAYMENT #5 TO ASTECH CORP. & CLOSE OUT OF 2014 STREET & TRAIL IMPROVEMENT PROJECTS *CALL FOR A JOINT WORKSHOP WITH THE PLANNING COMMISSIONAT 6: 00PH ON OCTOBER 23, 2019 The foregoing resolution was duly seconded by Fischer. Resolution declared adopted. 2020 BUDGET: SET The City Administrator reported that staff has been working on the 2020 PRELIMINARY budget for the last few months and discussed it with Council at a LEVY & FINAL workshop. He explained that the proposed levy is at 4.5%, which is BUDGET AND LEVY relatively low compared to other Ramsey County cities, but this is PUBLIC HEARING addressing staffing needs and issues addressed during the strategic DATE planning session, such as electronic records conversion.
