Resolution declared adopted. <br />2020 BUDGET: SET <br />The City Administrator reported that staff has been working on the 2020 <br />PRELIMINARY <br />budget for the last few months and discussed it with Council at a <br />LEVY & FINAL <br />workshop. He explained that the proposed levy is at 4.5%, which is <br />BUDGET AND LEVY <br />relatively low compared to other Ramsey County cities, but this is <br />PUBLIC HEARING <br />addressing staffing needs and issues addressed during the strategic <br />DATE <br />planning session, such as electronic records conversion. He noted that <br />there may be some savings in 2019 that could be put towards the scanning <br />costs and that could potentially reduce the levy. He reviewed how <br />7 <br />
