MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2019 <br />Tom Aasheim, Director of Training at the Finishing Trades Institute of the <br />Upper Midwest (FTIUM), 3205 Country Drive, Suite 150, stated they <br />were initially an apprenticeship school when they first moved in to the <br />building, but their Board is very progressive and they became a fully <br />accredited community college in 2014, and the Board wants to further <br />expand their PSEO (post -secondary education opportunity) program for <br />kids that are not taking the traditional path through high school, and to <br />help them graduate from high school. He explained that they are currently <br />using all of their classroom space and will be bringing in a new group of <br />students. <br />McGraw asked the timing, and would three years be enough time for them <br />to add space. Mr. Aasheim stated their Board meets in October and if this <br />request is approved, staff will let them know that they have three years to <br />figure out the next steps and come up with a plan. McGraw asked how big <br />the trailer would be. Mr. Aasheim stated the trailer is 24 feet by 68 feet, <br />and with the ADA walkway the whole footprint will be 31 feet by 68 feet. <br />Many of their new students will come by bus transportation, and there are <br />currently not more than 100 cars using their spaces and they have 200 <br />spaces. <br />Fischer asked how the whole building is being used right now. Mr. <br />Aasheim stated the front third of the building is still the union hall, but <br />they will look at the building and possibly renegotiate the space they are <br />using. Fischer asked if they will be ready in three years and this type of <br />need will not be going away. Mr. Aasheim stated they are working on <br />their plan and it could end up that they need another building in the city. <br />The City Administrator noted that when this building was constructed and <br />the property transferred to a non-profit status, there is a PILOT agreement <br />in place with a sunset clause of 2022, however Section 6 of the Agreement <br />states that it shall continue in full force and effect as long as the <br />Development Property is subject to tax-exempt status. <br />Keis opened the public hearing.
