MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2019 <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2 019-9-I10 — APPROVE SETTING THE PUBLIC <br />HEARING DATE ON DECEMBER I8, 2019 AT 7.30PM FOR THE <br />FINAL 2020 LEVYAND BUDGETADOPTION <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2019-9-111—APPROVING THE 2020 BONDED <br />INDEBTEDNESS TAX LE VY RED UCTIONS WHICH WILL RESULT <br />INA ZERO BONDED INDEBTEDNESS TAX LEVY FOR 2020 <br />The foregoing resolution was duly seconded by Torkelson. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />At this point in the meeting, the City Council temporarily adjourned and <br />convened as the Economic Development Authority. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2019-9-112 — RECESSING THE CITY COUNCIL <br />MEETING AND CONVENING AS THE ECONOMIC <br />DEVELOPMENT A UTHORITY <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution adopted. <br />TERMINATION OF The City Administrator explained that this should be the final actions <br />AGREEMENTS WITH needed to close TIF District 3-2, which are the Sherman & Associates <br />THE VILLAGE AT redevelopment projects. He noted that The Lodge apartment building was <br />LITTLE CANADA LLC sold a couple of months ago, and now the commercial building is also <br />being sold. He stated that The Village at Little Canada LLC desires to <br />terminate all rights and obligations with the EDA that are connected to <br />The Village properties. He explained that a quit claim deed will be <br />provided to the EDA for parcel 4, which terminates any rights to the <br />property under the terminated purchase agreement.
