MINUTES <br />CITY COUNCIL <br />NOVEMBER 6, 2019 <br />CONSENT Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOL UTION NO. 2019-11-12 6 — APPRO VING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />PARTICIPATION IN <br />The City Administrator reported that the City of Little Canada had been <br />THE METROPOLITAN <br />part of the Livable Communities Program in the past, but not since 2003. <br />COUNCIL LIVABLE <br />He explained that the Livable Communities Program is a voluntary <br />COMMUNITIES <br />program that provides incentives funding to communities for local <br />LOCAL HOUSING <br />economic revitalization, affordable housing initiatives and development or <br />INCENTIVES <br />redevelopment projects that connect housing, jobs and transportation. He <br />PROGRAM <br />noted that the program is based on cooperation and incentives to achieve <br />both regional and local goals. He stated that in order to participate in this <br />program in 2020, the Council must take action to approve a resolution <br />before November 15 that includes goals for affordable and lifecycle <br />housing. <br />Montour stated that if this is an opportunity for the City to get any grant <br />money, the City should do this. <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2019-11-127 — ACCEPT THE STATED HOUSING <br />GOALS AND APPROVE PA R TICIPA TION IN THE LOCAL <br />HOUSING INCENTIVES ACCOUNT PROGRAM UNDER THE <br />METROPOLITAN LIVABLE COMMUNITIES ACT THROUGH <br />CALENDAR YEAR 2020 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />PURCHASE PERMIT The City Clerk explained that the processing and tracking of all permits, <br />& LICENSING and licensing of businesses, contractors and rental housing is currently <br />SOFTWARE done only with paper forms. She noted that by moving to a software - <br />based system specifically designed for issuing and tracking permits, many <br />things that staff are doing on a daily basis can be done much quicker and <br />2 <br />
