MINUTES <br />CITY COUNCIL <br />NOVEMBER 6, 2019 <br />easier. She stated that staff looked at different companies that offer <br />software for permits and business/rental licensing and received quotes <br />from Springbrook and Permitworks. Staff is proposing to move forward <br />with purchasing three modules from Pennitworks for Permits, <br />Business/Rental Licensing and Contractor Licenses. The software costs <br />for Permitworks include training and implementation. The City Clerk <br />explained that staff is proposing that the funds for the permit and licensing <br />software come from the 2019 building permit revenue which is higher <br />than expected. <br />McGraw asked if this amount includes the addition of online permitting. <br />The City Clerk stated that it does not, but since the Council has indicated <br />that staff should move forward with the programming for online services, <br />staff will bring that back for approval at the next Council meeting. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2019-11-128 —APPROVE THE PURCHASE OF <br />PERMIT, RENTAL/B USINESS LICENSE AND CONTRA CTOR <br />LICENSE MODULES FROM PERMITWORKS FOR $13, 985 PLUS <br />THE ANNUAL SUPPORT COST OF $2,685 FOR A TOTAL OF <br />$16, 670 <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />METROPOLITAN The Public Works Director reported that the Metropolitan Council has <br />COUNCIL another grant program for partial funding of projects that help eliminate or <br />ENVIRONMENTAL reduce inflow and infiltration into the sanitary sewer system. He stated they <br />SERVICE'S 2017 had a similar program from 2014 to 2016 that the City was able to receive <br />MUNICIPAL grant fiends for some work that was done on street reconstruction projects <br />INFILTRATION AND as well as manhole repairs. Due to the fact that there were no street projects <br />INFLOW (I&I) GRANT in 2019, along with a City Engineer transition, staff was not able to put <br />PROGRAM together a large project to receive the maximum amount of funds available <br />to the City. The Public Works Director explained that there was a manhole <br />sealing project to have three manholes completely sealed from top to bottom <br />to eliminate water leaking into the manholes through cracks in the concrete <br />for a total cost of $12,391. He stated that based on the formula used by the <br />Metropolitan Council, the City should receive a grant for $3,097.75. <br />3 <br />
