MINUTES <br />CITY COUNCIL <br />NOVEMBER 6, 2019 <br />Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2019-11-129 — A UTHORIZE THE APPLICATION <br />AND EXECUTION OF THE METROPOLITAN COUNCIL 2017 <br />MUNICIPAL INFLOW & INFILTRATION GRANT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />UPDATES Keis asked if the pumping was done at Twin Lake. The Public Works <br />Director stated that the pump was turned off yesterday afternoon, and the <br />West Vadnais bypass pump installation ran into extensive groundwater <br />while trying to dig and install the structure, so they had to do a different <br />plan, but it was finished last week. He noted that West Vadnais has <br />dropped quite a bit so there was not sufficient water coming in to even run <br />the new pump. He reported that Twin Lake is back down to where it was <br />before West Vadnais started draining in again. He noted that he will get a <br />final lake level reading done so the level can be monitored over the winter <br />and spring. He explained that in September when West Vadnais stopped <br />coming in, the Twin Lake level did not change, even after some significant <br />rain. He reported that the Watershed District is still working on an <br />ultimate overflow plan for the south end of the lake. Keis asked if what is <br />in place right now for West Vadnais can be a permanent solution. The <br />Public Works Director stated that he understands it could be permanent, <br />and the Watershed District is considering purchasing the pipe that was <br />installed. <br />ADJOURN There being no further business, the meeting was adjourned at 7:45 p.m. <br />�f/ r <br />Jshn T cis, Mayor <br />Attest:L-- <br />Christopher Heineman, City Administrator <br />0 <br />
