MINUTES <br />CITY COUNCIL <br />NOVEMBER 20, 2019 <br />CONDITIONAL USE <br />The City Clerk stated that Vehitech Fleet Service is seeking a Conditional <br />PERMIT AT 53 <br />Use Permit to allow major automobile repair at 53 Woodlynn Avenue, <br />WOODLYNN <br />Which is zoned I-1, Light Industrial. She explained that auto repair is <br />AVENUE; <br />allowed as a Conditional Use in the I-1 District. She stated that the City <br />APPLICANT: <br />licenses auto repair businesses, but there is no limit on the number of auto <br />VEHITECH FLEET <br />repair licenses that can be issued. She explained that Vehitech currently <br />SERVICE <br />leases space in Roseville, but need to move since the property is being <br />redeveloped. <br />The City Clerk explained that 53 Woodlynn Avenue currently has a valid <br />CUP for outdoor storage. She stated that Vehitech would use outdoor <br />storage for two tire cages and up to 20 operable vehicles. She noted that <br />all of the outdoor storage proposed meets what is allowed by the City <br />Code. She reviewed the Zoning Code requirements for major auto repair <br />and stated that staff is satisfied that all of the requirements are met, except <br />for the requirement of screening or an enclosure for water and recycling <br />materials. She stated that there is currently no screening or enclosure for <br />dumpsters. She noted that by reviewing aerial photos, it appeared <br />previous tenants placed dumpsters in the rear of the property. She stated <br />that staff recommends the Council consider a condition that a locking <br />enclosure be installed on the property due to the type of waste materials <br />- --- - - - - - --- - - -- <br />that an auto repair facility will -generate.- She -reported -that the Planning- - - - - -- - <br />Commission recommended this as a condition of approval. <br />Keis asked how many cars would be stored there. Mr. Paugel stated that <br />they are not actually storing vehicles, some of their customers keep a <br />vehicle at their shop as spare so they always have a vehicle to drive when <br />one is being worked on. He stated that occasionally all of the spare cars <br />are at the site at once which could be about 20 vehicles, including their <br />own company vehicles. <br />McGraw asked if there would be damaged vehicles there. Mr. Paugel <br />stated they may at times replace a fender or bumper, but they do not do <br />any body work or painting. McGraw asked if the tire cages would be <br />covered. Mr. Paugel stated that it would be very similar to a storage <br />container. <br />Montour asked how many cars they have parked on average. Mr. Paugel <br />stated 12-20 average. Keis stated that there have been issues with auto <br />shops keeping damaged vehicles for parts. Mr. Paugel stated that many <br />times the new vehicle's parts do not match up to older vehicles so it is not <br />worth keeping the old vehicles. <br />Keis opened the public hearing.
