MINUTES CITY COUNCIL NOVEMBER 20, 2019 Upon motion by Deis, seconded by McGraw, the public hearing was closed. McGraw introduced the following resolution and moved its adoption: RESOL UTION NO. 2019-11-131— APPROVING A CONDITIONAL USE PERMIT TO ALLOW MAJOR A UTO REPAIR AT 53 WOODLYNNA VENUE WITH THE CONDITION THAT A SECURE DUMPSTER ENCLOSURE BE CONSTRUCTED NO LATER THAN JUNE 1, 2020 The foregoing resolution was duly seconded by Fischer. Ayes (5). Nays (0). Resolution adopted. Keis introduced the following resolution and moved its adoption: CONSENT AGENDA RESOL UTION NO. 2019-11-132 —APPROVING THE CONSENT AGENDA WHICH CONTAINS THE FOLLOWING: *APPROVAL OF THE VOUCHERS *APPROVE CERTIFICATION OF UNPAID UTILITIES & FALSE ALARM FEES *APPROVE FINAL PAYMENT TO STANDARD CONTRA CTINGFOR SPOONER PARK IMPROVEMENTS *APPROVE PARTIAL PAYMENT #6 TO COBRA CONSTRUCTION FOR FIRE STATION REMODEL PROJECT The foregoing resolution was duly seconded by Montour. Ayes (5). Nays (0). Resolution declared adopted. ACCEPT FEASIBILITY Council member Fischer stated that since he will be impacted by this STUDY FOR 2020 improvement project and will be one of the assessed property owners, he ALLEN AVENUE will be abstaining from the discussion and vote. IMPROVEMENT PROJECT & CALL FOR The Assistant City Engineer stated that Allen Avenue is in the City's five - IMPROVEMENT year Capital Improvement Program. She explained that the section of the HEARING ON roadway between Centerville Road and Desoto was constructed in 1998, JANUARY 8, 2020 and the section from Desoto to Edgerton was constructed in 1993, and both sections are deteriorated beyond the point of a mill and overlay. She stated that the proposed improvements consist of a full depth reclamation with curb and gutter replacement as needed. She explained that other improvements include excavating water main to replace bolts as needed,
