MINUTES <br />PLANNING COMMISSION <br />DECEMBER 13, 2001 <br />the property and did not want to end up with just another strip mall. The <br />question was how to dress up the building to turn it into what the City <br />wants. <br />Carson felt that different storefronts and roof elevations will give the <br />building some character. <br />Roycraft felt that Snyders has been the one constant in the shopping center <br />and indicated that this business is an important cog of the whole. Roycrafr <br />felt that some additional retail would be positive. He also indicated that <br />the City does not want to lose Snyders. <br />Keis pointed out that the City has to consider the plamting for this building <br />noting that Snyders could relocate in the new building and then move out <br />in three years. The building will still be there. <br />Carson again indicated that the south side of the building needs to be <br />dressed up, the storefronts made unique, and roof heights varied. <br />Keis recommended approval of the PUD Concept Review and <br />Architectural Review for development of a 20,000 square foot retail <br />building on Rice Street as proposed by Bob Grootwassink and Mark <br />Hotzler subject to architectural changes to the building involving varying <br />store fronts and roof elevations for the small retail spaces on both the front <br />and back side of the building, and subject to landscaping and streetscape <br />treatments similar to what has been done on Little Canada Road. <br />Motion seconded by Carson. <br />Motion carried 6 - l . Knudsen voted against. <br />Knudsen felt that the Planning Commission's direction is half way <br />between what the developer proposed and the City's vision for the area. <br />He felt that the development of strip malls was not the best long-term <br />vision for the City. While the elevations of the roof can be varied and the <br />back of the building dressed up, the building would still be a strip mall. <br />AMENDMENT David Evans, 182 Ryan L.,ane, appeared before the Commission requesting <br />TO CUP - approval of an amendment to an existing CUP to allow for outdoor <br />182 RYAN LANE - storage of up to ten vehicles in conjunction with an auto repair business <br />DAVID EVANS II that is leasing space in his building. <br />Keis asked if the vehicles would be complete and operable cats or would <br />be junk cars or clips of cars. <br />
