MINUTES <br />PLANNING COMMISSION <br />DECEMBER 13, 2001 <br />The Commission was informed that the cars would be complete vehicles <br />and are licensed and have been brought in by their owners for mechanical <br />repairs. <br />The City Planner noted that under the previous CUP approval a condition <br />was that an island be installed at the entrance of the business along Spruce <br />Street. That island has not been installed, and the Planner is <br />recommending it be a condition of the CUP amendment. <br />David Evans indicated that the island would interfere with run-off of the <br />parking lot. The City Planner suggested that the Public Works Director <br />review the site and comment on this issue. <br />Knudsen recommended approval of the Amendment to Conditional Use <br />Permit to allow the expansion of open and outdoor storage to include up to <br />ten licensed vehicles at 182 Ryan Lane as requested by David Evans II <br />and as designated on the site plan subject to compliance with the <br />recommendations of the City Planner and subject to the Public Works <br />Director's comments regarding the issue of the island interfering with site <br />drainage. <br />Motion seconded by Wojcik. <br />Motion carried 7 - 0. <br />BUS BENCH The City Planner reported that two private companies recently placed bus <br />SIGNAGE benches within City rights-of=way without permits. The Planner indicated <br />that these benches are actually temporary signs. He reviewed the City's <br />sign ordinance and pointed out that the ordinance prohibits off-premise- <br />advertising signs and does not allow for temporary signage in the rights- <br />of-way. <br />The City Administrator reported that when the bus benches began <br />appearing, the Code Enforcement Officer notified these companies that the <br />benches are not permitted and ordered them removed. <br />Hank Moss, Ameribench Company, appeared before the Commission and <br />informed them that he has had two benches in Little Canada for the past <br />four years. He recently added ] 4 additional benches. Prior to installing <br />the benches, he was driving through the City, saw the Public Works <br />Director out in his truck and discussed his desire to install more bus <br />benches in the City. The Public Works Director indicated that there would <br />be no problem as long as the benches were not installed along Little <br />
