MINUTES <br />CITY COUNCIL <br />DECEMBER 18, 2019 <br />2020 The City Clerk stated that the terms for Rose Chu and Ron Horwath would <br />APPOINTMENTS TO expire on December 31, 2019. She explained that Rose and Ron have <br />THE PARKS & reapplied for new terms. She reported that no other applications for the <br />RECREATION Parks & Recreation commission were received. Staff is recommending <br />COMMISSION AND that Rose and Ron be reappointed for three-year terms from 2020-2022. <br />SELECTION OF THE <br />2020 CHAIR Torkelson introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2019-12-146 — REAPPOINT ROSE CHUAND <br />RON HOR WATH FOR 3-YEAR TERMS TO THE PARKS & <br />RECREATION COMMISSION FROM 2020-2022 <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2019-12-147 APPOINT DA VE MILLER TO BE <br />THE PARICS & RECREATION COMMISSION CHAIR IN 2020 <br />The foregoing resolution was duly seconded by Torkelson. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />UPDATE ON TWIN <br />The Public Works Director explained that the Watershed District Board <br />LAKE FLOOD- <br />heard the flood risk mitigation feasibility study at their December 11 <br />RISK <br />meetings. He stated that Barr Engineering has recommended option 4, <br />MITIGATION <br />which is installing a gravity outlet at 872.2 feet, and an operations plan <br />FEASIBILITY <br />will be created that will involve several parties, including city staff. There <br />STUDY <br />are a lot of details that will need to be looked at and determined, along <br />with a final design. He explained that the outlet would be a ditch from the <br />wetland northeast of Waldo Pond into a gravity pipe with a gate valve <br />through the existing embanlanent of Waldo Pond. He reported that this <br />alternative would include a detailed operations plan that would describe <br />when the valve could be opened and which it would be closed since there <br />is a risk of flooding downstream in Gervais Lake and the Phalen Chain. <br />SET 2020 COUNCIL The City Clerk reviewed the proposed 2020 City Council meeting <br />MEETINGS & schedule, and stated that staff recommends the Council set the 2020 <br />WORKSHOPS meeting schedule according to the regular second and fourth Wednesdays <br />at 7:30 p.m., with the except of January, November and December.
