MINUTES OF THE CLOSED MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 18, 2019 <br />Pursuant to Minnesota Statute 13D.05, subds. 1(d), 3(a) and due call and notice <br />thereof, a closed meeting of the City Council of Little Canada, Minnesota was <br />convened on December 18"', 2019 in the Conference Room of the City Center <br />located at 515 Little Canada Road in Little Canada for the purpose of conducting <br />a performance evaluation of the City Administrator. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />ABSENT: <br />Council Member <br />ALSO PRESENT: <br />City Administrator <br />Mr. John Keis <br />Mr. Tom Fischer <br />Mr. Rick Montour <br />Mr. Christian Torkelson <br />Mr. Mike McGraw <br />Mr. Chris Heineman <br />The meeting was called to order at 6:00 pm. Mayor Keis closed the meeting and <br />stated that the purpose of this evening's meeting is to conduct the annual review <br />of City Administrator Chris Heineman. <br />CITY Each City Council member completed a 10-question online survey which was <br />ADMINISTRATOR distributed to Council members the previous week. A summary report with <br />PERFORMANCE survey responses and comments from each Council member was provided at the <br />REVIEW beginning of the meeting. City Administrator Heineman also provided a list of <br />highlights and accomplishments that he and the staff leadership team completed <br />over the past year. <br />City Council members reviewed each of the areas of the 10-question survey with <br />City Administrator Heineman. Each survey question had a rating of 1-to-5, and <br />all responses were either 4's or 5's. The highest ratings were related to council <br />relations, policy development, leadership, fiscal management, and dependability. <br />
