MINUTES <br />CITY COUNCIL <br />JANUARY 24, 2001 <br />indicated that the continue use of the mezzanine area would be a problem <br />for Public Works. <br />The Public Works Director suggested that the addition of a women's <br />bathroom and changing facility would be needed. Council questioned the <br />need for separate facilities and asked if unisex facilities were an option. <br />Fahey stated that he wanted to know what life safety improvements were <br />needed. He also pointed out that the biggest limitation of the current site <br />is the limited room to expand the building. <br />LaValle questioned whether the City was going to grow any more and <br />suggested that the building may be adequate for present and future needs. <br />Anderson pointed out that page 5 of Oertel's report summarizes the life <br />safety improvements that are necessary. He also noted the ADA issues <br />with regard to restroom facilities and pointed out that this is a Federal Law <br />issue. <br />The Public Works Director pointed out that the Oertel report lists code <br />items for the Public Works Garage on page 5 and other items on page 6. <br />Fahey pointed out the difficulty of getting snowplow trucks in the <br />overhead doors. Fahey did not feel it made sense to spend the money to <br />widen the doors on the existing building. LaValle suggested that one door <br />could be widened. The Public Works Director reported that there is not <br />enough room to put both trucks that have wings into the same bay. <br />The Public Works Director reviewed the four options presented in the <br />Oertel report. <br />Fahey noted that the existing garage has no additional storage room. <br />Fahey asked if the City would have to bond to construct a new Public <br />Works Garage. The City Administrator suggested that the Water & Sewer <br />Capital Reserve Account would be a funding option. However, the City <br />also has the option to bond. <br />Scalze pointed out that the cost of basic life safety improvements is <br />estimated at $150,000. The option to purchase land and construct a new <br />garage is slightly over $1,000,000. <br />Fahey asked if the $150,000 improvement would result in a functional <br />building with the equipment that the City has. The Public Works Director <br />replied that the building would then be functional, but pointed out that <br />these improvements would not address the mezzanine area, the lunch <br />room, the overhead doors, and the ability to drop the wings on the plow <br />trucks. The Director indicated that dropping the wings is a safety issue. <br />The City currently secures the wings with chains. It was pointed out that <br />
