MINUTES <br />CITY COUNCIL <br />FEBRUARY 14, 2001 <br />RESOLUTION NO. 2001-2-39 -OPPOSING THE CONCEPT OF <br />ALLOWING FURTHER PROLIFERATION OF LIQUOR SALES FROM <br />DISPENSARIES OTHER THANDULYAUTHORIZED OFF-SALE <br />LIQUOR STORES <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (2) Anderson, Fahey. <br />Nays (3) Scalze, Montour, LaValle. Resolution failed. <br />The City Administrator indicated that he would inform Senator Reiter of the <br />Council's vote on this issue, and thank her for seeking the Council's input on <br />the matter. <br />GOODYEAR The City Administrator presented a revised Tax Increment Financing <br />DEVELOPMENT Note as well as the second amendment to the Goodyear Development <br />Agreement. He indicated that the key provisions in the agreement revision <br />address reimbursement for additional soil corrections as well as establishment <br />of a TIF guarantee. The Administrator pointed out that the TIF payments to <br />the developer will continue through 2009. The developer will then guarantee a <br />minimum TIF amount for three to four years beyond that date to ensure our <br />ability to repay Ramsey County for the 0% Community Development Block <br />Grant loan. The Administrator also recommended the back dating of the <br />agreement to February 1, 2001 noting that the agreement was originally <br />approved in September of 2000, but the revised documentation was not ready <br />until now. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RE.SOLUTIONNO. 2001-2-40 -APPROVING THE SECOND <br />AMENDMENT TO THE GOODYEAR DEVELOPMENT AGREEMENT <br />AS WELL AS THE TAX INCREMENT FINANCING NOTE AS <br />RECOMMENDED BY THE CITYADMINISTRATOR AND <br />AUTHORIZING THE MAYOR AND THE CITYADMINISTRATOR TO <br />EXECUTE THESE COMMENTS ON BEHALF OF THE COUNCIL <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Montour, Anderson, Fahey. <br />Nays (0). Resolution declared adopted. <br />NORTH STAR The City Administrator requested Council approval for submission of a <br />ESTATES - grant application to Ramsey County Community Development for funding <br />STORM for the construction of a storm shelter at the North Star Estates Mobile Home <br />SHELTER Park. There is the potential for up to $125,000 in funding from the County, <br />with North Star Estates to pick up the remaining cost of the shelter ($25,000). <br />
