MINUTES <br />CITY COUNCIL <br />FEBRUARY 28, 2001 <br />*APPROVAL OF EXEMPTION FROM GAMBLING PERMIT FOR <br />FUNDRAISER TO BE HELD BY THE FORMER QUEENS OF THE <br />WINTER CARNIVAL AT THE VENETIAN INN ON MARCH 25, 2001; <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4) LaValle, Montour, Anderson, Scalze. <br />Nays (0). Resolution declared adopted. <br />SIGNALS AT The City Administrator reported that the County has rebid the signal project <br />RICE STREET/ for the intersection of Rice Street and South Owasso Blvd. The new bids <br />OWASSO BLVD. result in a cost savings to the City of $2,600. The Administrator pointed out <br />that the cost of this project is being shared between the County and the Cities <br />of Roseville and Little Canada. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2001-4-52 -APPROVING THE ]SIDS FOR TRAFFIC <br />SIGNALS AT RICE STREET AND OWASSO ELVD., AUTHORIZING <br />THE PROJECT TO PROCEED WITH THE CITY'S SHARE OF THE <br />COST TO COME FROM MSA FUNDS, AND AUTHORIZING THE <br />MAYOR AND CITYADMINISTRATOR TO EXECUTE THE <br />APPROPRIATE AGREEMENTS ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4) LaValle, Montour, Scalze, Anderson. <br />Nays (0). Resolution declared adopted. <br />TIF The City Administrator reviewed his report dated February 23, 2001 <br />LEGISLATION relating to pending Tax Increment Financing legislation. The Administrator <br />reported that Senate File 65 prohibiting new or modified TIF Districts does not <br />appear as it will progress. However, Senate File 73 which requires that TIF <br />Districts certified prior to May 1, 1990 could not longer modify their TIF plans <br />after Apri130, 2001 would adversely effect completion of the City's Country <br />Drive redevelopment efforts. <br />Anderson asked the end date for the County Drive TIF District. The City <br />Administrator reported that this is a redevelopment district, therefore, it has 25 <br />years of collection. The district was certified in 1989 or 1990, and increment <br />collection started two years after certification. <br />Anderson pointed out that any adjustment of Senate File 73 would not extend <br />the life of the Country Drive TIF district, it would just allow the City to <br />continue its redevelopment program. <br />
