MINUTES OF THE SPF,CIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MARCH 5, 2001 <br />Pursuant to due call acid notice thereof a special meeting of the City Council of the City of <br />Little Canada, Minnesota was held on the Sty' day of March, 2001 in the Council Chambers of <br />the City Center located at 515 Litfle Canada Road East in said City. <br />Mayor Michael Fahey called the meeting to order at 6:35 p.m. and the following members of <br />the Commission were present: <br />CITY COUNCIL: <br />Mayor <br />Cowrcil Member <br />Council Member <br />Council Member <br />Mr. Michael Fahey <br />Ms. Beverly Scalze <br />Mr. Matt Anderson <br />Mr. Rick Montour <br />ABSENT: <br />ALSO PRESENT: <br />Council Member <br />City Administrator <br />Public Works Dir. <br />Mr. Jim LaValle <br />Mr. Joel Hanson <br />Mr. Greg Schroeder <br />Mr. Bob DeBace <br />Mr. George Rossez <br />Ms. Kay Rossez <br />MCMENEMY/ The Public Works presented a revised layout of the parking area based upon the comments <br />L,C ROAD received from the Little Canada Parlcs 8z Recreation Commission. The revisions made since <br />PARKING LOT the neighborhood meeting are as follows: <br />• The corner landscape area had the inside edge rounded versus a 90° angle. <br />• Planting beds have been installed in the median area. <br />• A planter and bench has been added in the corner landscape area. <br />• The median area is proposed to be all paver brick or exposed aggregate to match the <br />coiner landscape area versus river rock. <br />The Public Works Director then presented revised cost estimates showing the various <br />alternatives under consideration. Estimates ranged from $76,031 for exposed aggregate <br />concrete with planting beds to $103,929 for use of all pavers in the median areas and the <br />addition of seven concrete planters. (It was noted that the initial plan with pavers in the <br />corner area and river rock in the median had an estimated cost of $78,148. <br />Considerable discussion followed regarding the use of at grade planting beds versus concrete <br />planters. City staff noted their concern relative to ongoing maintenance and appearance <br />given the lack of water available in this area. It was the consensus of those present that <br />planters provided a better option to avoid problems associated with salt and snowplowing <br />damage. It was also felt they would be easier to maintain than planting beds. <br />
