MINUTES <br />City Council <br />March 5, 2001 <br />Mayor Fahey asked those present their opinion on the use of pavers versus exposed <br />aggregate. Bob DeBace indicated that an exposed aggregate surface would be acceptable. <br />He noted concerns relating to the power poles and signage in the corner landscaping area. <br />The Public Works Director commented that it would be very difficult to have the power <br />poles moved. <br />Drainage for the parking lot area was discussed. The Public Works Director noted that if we <br />can sheetflow drainage over the east end of the parking lot onto the St. Paul Board of Water <br />Conunissioner's property. We could eliminate a section of storm sewer from the project. <br />The Public Works Director noted that St. Paul Board of Water Commissioners is typically <br />concerned about flow onto their property so this may not be achievable. <br />George Rossez brought up the possibility of constructing an automated teller machine <br />(ATM) in the interior portion of the parking lot. Mayor Fahey stated he did not have an <br />objection to the use of this area for an ATM. He noted that we would need to have a lease <br />arrangement governing its usage and would want to see plans depicting the layout. It was <br />also noted that it would be a more difficult situation for snowplowing. It was noted that the <br />ATM would need bollards to protect it. The City Administrator commented that the Parks & <br />Recreation Commission did not favor the installation of the ATM within the parking lot as <br />they felt it would detract from its appearance. <br />A letter from Andrew Tomasko of St. John's Church was presented. Mr. Tomasko relayed <br />his concerns relative to the project. They included maximization of the number of parking <br />spaces, the need for use of this space during the construction project that would be occurring <br />on St. John's property, the availability for parishioner parking on a long-term basis, and the <br />need to hold costs to a minimum. <br />It was noted that the current configuration provides for 44 parking spaces versus the 51 <br />spaces St. John's had noted in the design review of the school project. The Public Works <br />Director noted that the design width of the aisles provides for two-way traffic. These lanes <br />are larger than what currently exist and are reason for the reduction in parking spaces. (Two <br />deep parking in the middle area is no longer shown.) The Public Works Director also noted <br />that he has provided for van accessible handicapped spaces per code in front of the Credit <br />Union building. He further noted that stall width for the parking areas is nine feet. <br />A question was raised as to whether this lot would be striped as part of the project. The <br />Public Works Director answered affirmatively. <br />Council Member Scalze asked about the possibility of using pavers in the corner area with <br />exposed aggregate in the balance. It was estimated that the cost for this would be <br />approximately $4,000 greater than using all exposed aggregate. The consensus of those <br />present was to use the same materials throughout this area. <br />The Cowrcil then reviewed the use of exposed aggregate in the median areas. Mayor Fahey <br />indicated he would prefer to see a dye added to the exposed aggregate to take away from the <br />gray appearance. He suggested au earthy tone.
