MINUTIJS <br />City Council <br />March 5, 2001 <br />limestone to coordinate with the color of St. John's Church. The Public Works Director will <br />obtain some samples for future review. <br />The Council then indicated that they would authorize a permit for on street parking during <br />the reconstruction of the parking lot. They also noted that the parking lot would be available <br />for weekend parking by St. John's during conshuction. (This may involve the use of a gravel <br />surface at some point of the construction process.) Lastly, they directed the project not to <br />start until after completion of the 2001 school year. <br />The City Administrator asked for the Council's position on his proposal to reimburse <br />Northeast Residence for the cost of reconshucting the storm sewer line. The Council felt it <br />was appropriate to reimburse Northeast Residence that cost subject to appropriate <br />documentation of the amount they paid, with that amount to be added in to the overall project <br />costs and then reallocated based on the approved assessment formula. Bob DeBace asked <br />about the Church's ability to use the lot on an ongoing basis. The City Council <br />acknowledged that the Church would be provided ongoing use of the parking lot as was <br />indicated in the initial deed for this property. <br />There were no further comments or questions from the public. <br />Upon motion by Fahey, seconded by Montour, the public hearing was closed <br />Ms. Scalze introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2001-3-56 -APPROVING THE DESIGN PARAMETERS FOR THE <br />LITTLE CANADA ROAD/McMENEMY STREET PARKING LOT PROJECT <br />_._ _ <br />CONSISTING OF THE USE OF EXPOSED AGGREGATE CONCRETE WITH COLOR <br />DYE IN ALL MEDIAN AREAS, THE USE OF THREE ABOVE GRADE CONCRETE <br />PLANTERS IN LIEU OF PLANTING BEDS, PRO VIDING A CREDIT TO <br />NORTHEAST RESIDENCE FOR THE AMOUNT OF COSTS INCURRED IN <br />___ _. _ _. <br />RECONSTRUCTING A PORTION OF` THE STORM.SEWER LINE-THAT. CONVEYS <br />PUBLIC DRAINAGE SUBJECT TO APPROPRIATE DOCUMENTATION OF THEIR <br />COSTS, EXECUTION OF JOINT USE AGREEMENTS BETWEEN THE VARIOUS <br />PROPERTY OWNERS AND THE CITY TO ALLOW WORK TO OCCUR ON PRIVATE <br />PROPERTY, GRANTING OF THE APPROPRIATE EASEMENTS NEEDED FOR THE <br />STORM SEWER LINE BY THE EFFECTED PROPERTY OWNERS, APPROVAL OF <br />THE PROPOSED ASSESSMENT SCHED ULE. YYHERE$Y ONE=THIRD .OF THE <br />PROJECT IS PAID FOR BY THE CITY, ONE-THIRD..ASSESSED TO ST. JOHN'S <br />CHURCH, AND THE REMAINING AMOUNT TO BE ASSESSED BASED UPON AN <br />EQUAL SPLIT BETWEEN THE APARTMENT COMPLEX, ST. JOHN'S CREDIT <br />UNION, AND NORTHEAST RESIDENCE; AND GRANTING CONCEPT APPROVAL <br />FOR THE CONSTRUCTION OF AN ATM IN THE CENTER PARKING AREA BY ST. <br />JOHN'S CREDIT UNION SUBJECT TO FURTHER REVIEW AND APPROVAL OF <br />THE DESIGN LAYO UT AND EXECUTION OF AN APPROPRIATE LEASE <br />DOCUMENT <br />
