MINUTES <br />CITY COUNCIL <br />MARCH 28, 2001 <br />lease or some other document restricting the use of the trailers to the Canadian <br />Days Committee. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2001-3-76-APPROVING THE TRANSFER OF <br />TITLE FOR CANADIAN DAYS TRAILERS TO THE CITYAS <br />OUTLINED IN THE CITYADMINISTRATOR'SMEMQ DATED MARCH <br />23, ZOOI AND INSTRUCTING THE CITYATTORNEY TO DRAFT THE <br />APPROPRIATE DOCUMENT RESTRICTING THE USE OF THESE <br />TRAILERS TO THE CANADIAN DAYS COMMITTEE <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Montour, Scalze, Anderson. <br />Nays (0). Resolution declared adopted. <br />CODE The City Administrator reported on the need to hire a person to do code <br />ENFORCEMENT enforcement, and recommended a intern position that would combine <br />OPTIONS code enforcement and planning. The Administrator suggested that this intern <br />position include the possibility that the position could develop into afull-time <br />position subject to superior performance. The Administrator also indicated <br />that he would be willing to consider apart-time position if the person had the <br />appropriate skills. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2001-3-77-AUTHORIZING THE <br />ADVERTISEMENT OF A CODE ENFORCEMENT/PLANNING <br />INTERNSHIP POSITIONAS RECOMMENDED 73Y THE CITY <br />ADMINIb'TRATOR <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Anderson, Montour, Fahey. <br />Nays (0). Resolution declared adopted. <br />ODD-YEAR Council reviewed the proposed legislation which would mandate odd-year <br />CITY city, county, and school district elections. It was the consensus of the <br />ELECTIONS Council to oppose this legislation due to the increased administrative costs to <br />the City, the fact that voter turn-out is better during elections held in even <br />years, the fact that odd-year elections will result in campaign signs and <br />candidate door-knocking every year rather than every two years. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />
