MINUTES <br />CITY COUNCIL <br />JULY 25, 2001 <br />Fahey stated that he had no problem with a 2 to 1 slope provided special <br />protection is used for the slope as required by the City Engineer, and with the <br />provision that the slope remain undisturbed green area. <br />Scalze pointed out the Watershed's recommendation that native vegetation be <br />used. Frattalone indicated that he prefers to screen with spruce trees and it was <br />noted that white and black spruce are native species. <br />Frattalone indicated that there is a natural trail along Blacktern Pond and he <br />plans to add wood chips to this trail to provide a walking area for employees. <br />Frattalone indicated that he would not be paving a path. The City <br />Administrator noted that the City's plans would be to install a wood chip path. <br />Anderson agreed that the Parks & Recreation Commission recommended a <br />wood chip path. The City Administrator suggested that the City try to <br />coordinate its efforts with Frattalone's and indicated that he would have Bill <br />Sanders, the City's Parks Consultant, contact Frattalone. <br />Frattalone indicated that the Watershed would like to lower the level of <br />Blacktern Pond. A lower water level will give the pond more bounce and keep <br />some of the flow off Gervais Lake. The City Administrator also pointed out <br />that the higher level of Blaclern Pond threatens Country Drive. <br />Anderson asked about the recommendation fora 12-inch pipe versus the 8-inch <br />pipe proposed by Frattalone. Frattalone replied that he was agreeable to <br />installing the 12-inch pipe. <br />Scalze asked about the delineation of outdoor storage areas. Frattalone <br />presented a diagram on which he has designated truck and equipment parking <br />areas as well as outdoor storage areas. <br />Scalze noted the Planner's recommendation for a continuous paved driveway <br />connecting the Rice Street site with rite Spruce Street site. Frattalone pointed <br />out that he would like to move track equipment from one site to the other. A <br />paved bituminous road connection would be torn up by the track equipment. <br />Frattalone requested that Ile be allowed to use milled asphalt for this <br />connection. Track equipment can be run over milled asphalt attd the asphalt <br />will just lay back down. <br />The City Planner indicated that he recommended a continuous blacktop drive <br />since blacktop will control dust and will keep traffic in a continuous location. <br />Frattalone indicated that he can control dust with milled asphalt. He also <br />indicated that ttis construction yard is not open to the public. The public access <br />for his site will be via Spruce Street. <br />3 <br />
