iVIINUTES <br />CITY COUNCIL <br />JULY 25, 2001 <br />Frattalone pointed out that ite would have a bituminous drive from Rice Street <br />through the Rice Street site ending at the property (ine that abuts the Spruce <br />Street property. <br />Fahey asked about the use of the Rice Street site. Frattalone reported that he <br />has not finalized the purchase of the property, and it may be that Pioneer <br />Cabinets may want to (ease the site back for a couple of years. Otherwise, he <br />would have a small engine repair shop in the basement of the site with the <br />upper level as office and storage. Frattalone anticipated that in about a year his <br />paving company may move over to this building. Frattalone also indicated that <br />the shed that exists on the site would be removed. <br />The Council and Frattalone discussed the vehicular movement from the Spruce <br />Street site to the Rice Street site with Frattalone pointing out the need to move <br />track equipment from the yard on one site to the yard on the other. Frattalone <br />indicated that dust control would be the only concern he could see, and felt that <br />he can control dust so that it will not be an issue without the need for <br />bituminous paving. <br />Frattalone presented the Council with pictw es of his existing outdoor storage <br />and pointed out that the outdoor storage at this new location would be similar. <br />The Council asked for formal plans indicating the location of required parking, <br />truck and equipment parking, outdoor storage, etc. <br />The City Administrator suggested that the bituminous blacktop road <br />connection between the Rice Street and Spruce Street sites not be required at <br />this time. If dust control and/or tracking of dirt becomes a problem, then the <br />Council could make that requirement in the future. It was the consensus of the <br />Council that this requirement is built into the development agreement. Fahey <br />noted that the development agreement should be broad with regard to the <br />circumstances under which the Council would require the blacktop. Those <br />could include failure to maintain dust control or any other reason as deemed <br />appropriate by the Council. Frattalone was concerned that the issue would be <br />too open-ended and asked for more specific conditions. <br />Montour asked about proof of parking. Frattalone replied that he has indicated <br />proof of parking on his site plan. Montour also pointed out that there may be <br />some confusion as to the definition of outdoor storage. He indicated that the <br />City's definition would be pipe and materials as well as trucks and equipment. <br />Montour suggested that the Planner review the site plans for adequate proof of <br />parking as well as outdoor storage designations. <br />The City Planner agreed that the site plan should be as specific as possible so <br />that there are no arguments later as to what is allowed or is not. <br />a <br />
