Fahey also indicated that the City is open to the <br />option of a strip of townhomes on the eastern edge of the property. <br />Johnson pointed out that retail will take a lot of property given the parking <br />requirements will take a good share of land. Again, Johnson stated that they <br />would like the opportunity to put a proposal together. <br />Brad Farnham, Farnham Novak & Associates, appeared before the Council to <br />review the development proposal they are proposing for this site. He indicated <br />that they believe that the demand for senior housing in the Little Canada <br />market is huge. Farnham also felt that a continuum of senior housing choices <br />are needed and reviewed how their proposal addresses this need. Farnham <br />noted that they are proposing an 80-unit building ofowner-occupied, senior <br />units for seniors aged 55 and older. I-Ie indicated that there is a big demand for <br />owned units and that this market segment is looking for large spaces of two- <br />bedrooms plus. Farnham is also proposing a 46-unit congregate building for <br />seniors aged 70 to 90 who are active, but need some assistance with daily <br />activities. His proposal also includes a building consisting of commercial <br />space on the ground floor with and assisted living facility for frail seniors on <br />the upper two floors above the retail space. <br />Fahey asked about townhouses as a transitional use on the eastern edge of the <br />property. Farnham reporrted that they could develop townhomes in this area, <br />and suggested that the owner-occupied units and the congregate housing could <br />be moved to the property along Rice Street just south of The Venetian Inn site. <br />Farnham suggested that the businesses in this area be contacted to see if they <br />are interested in becoming part of the redevelopment effort. Farnham noted <br />that the events of September ] I°i have resulted in changes that may cause some <br />things to come together that would not have before. <br />Farnham reported that senior housing is economic development that can both <br />"jump-start" and "anchor" the City's redevelopment area planning <br />The City Administrator indicated when Market Place Drive is realigned, this <br />will result i^ some developable property at the south portion of the Market <br />Place Shopping Center's parkiug lot. This area has the potential for a senior <br />housing site, and the big advantage is the affordability of the properCy. <br />Scalze suggested combining assisted living and congregate housing in the <br />same building. Farnham reported that these two senior populations do not <br />readily commingle. If that were done, it would only work if there were <br />separate entrances, etc. <br />Scalze pointed out that the back of the Ultimate Golf property is underutilized <br />and suggested that the owners be contacted to see if they were willing to sell <br />3 <br />
