In response to Fahey's question, the City <br />Attorney indicated that it is possible to acquire a portion of property without <br />having to acquire the entire site. <br />Farnham pointed out that the properties along Rice Street just south of The <br />Venetian Inn look rough and long-term are a critical component of <br />redeveloping the area. <br />The City Administrator indicated that the Ultimate Golf property is for sale, <br />but the asking price is quite high. The Administrator also cautioned the <br />Council that utilizing eminent domain and the resulting damage issues to <br />obtain a portion of the property may make it more practical to just acquire the <br />entire site. <br />Anderson asked if each piece of the Farnham proposal was self-sustaining. <br />Farnham replied that each piece is independent from the other, however, the <br />assisted living piece was the most challenging. <br />Scalze asked if TIP assistance would be required for Farnham's project. <br />Farnham replied that some City involvement will be necessary. <br />Fahey suggested that if the City goes forward with redevelopment of The <br />Venetian lnn property, it only makes sense to include the Rutzick property as <br />well. Fahey suggested that perhaps even the Ultimate Golf property should be <br />included. <br />Scalze noted that the Farnham site plan includes the Rutzick property. She <br />noted the residential property to the south and indicated that at one point Mr. <br />Rutzick indicated he would leave a 50-foot buffer to this area. Farnham <br />reported that his development proposal can be adjusted and an appropriate <br />buffer provided. <br />Fahey felt that if a redevelopment project is feasible, that the people who own <br />the property should be given the first opportunity to participate in the <br />development. However, if their proposal or asking price is unreasonable, then <br />he would not have a problem providing the redevelopment opportunity to <br />someone else. <br />A member of the audience asked what the City meant by affordable housing. <br />The City Administrator reported that affordable means that income levels must <br />meet HUD guidelines. T'he Administrator stated that the City's concept would <br />likely have a certain percentage of units that would meet affordable housing <br />standards without providing Section 8 or other subsidized assistance. This <br />gentleman indicated that there are seniors in the City who would prefer <br />upgraded senior housing rather than a 600 square foot apartment. <br />a <br />
