MINUTES
CITY COUNCIL
NOVEMBER 7, 2001
THE VENETIAN INN FOR A PERIOD OF TWO TO THREE MONTHS
WITH THE L EASE BACK AMOUNT SUCH SO THAT THE CITY'S
COSTS OF FINANCING AND PROPERTY TAXES ARE RECOUPED,
SU73.TECT TO COMP] ETION OF SATISFACTORY ENVIRONMENTAL,
STUDY, WITH THE PURCHASE AGREEMENT TO I3E ACTED ON BY
THE COUNCIL AT ITS NOVEMBER 14, 2001 REGULAR MEETING
The foregoing resolution was duly seconded by Fahey.
Ayes (5) LaValle, Fahey, Scalze, Montour, Anderson.
Nays (0). Resolution declared adopted.
Fahey suggested that the City Administrator inform Sherman Rutzick as soon
as possible of the parameters for a senior housing project discussed tonight.
These would include a senior market rate building on the corner site consisting
of 60 to 80 units of senior housing plus 25,000 square feet of retail space; the
City is open to development proposals for senior housing on the remainder of
the site; and the City would like to see an assisted living component in this
phase or the next.
Anderson stated that he was open to varying the locations of the various senior
components. If the assisted living component worked better on the corner and
the market rate housing worked better at a more interior location, he would
support that. Fahey agreed, but pointed out that the retail component would
have to be on the corner.
The City Administrator indicated that any development proposals will have to
include information on rents, amenities, common space, green area, number of
units, City assistance being requested, etc. The City Administrator also
pointed out that there is a site adjacent to the Market Place Shopping Center
that is another potential senior housing site that may provide some additional
flexibility. Fahey suggested that that may be a good site for assisted living.
The Council discussed the timing for accepting proposals. The City
administrator suggested that the Council put out an RFP at this point. He
suggested that he work with the City Planner to develop some site
options/parameters, land costs, number of units, amenity requirements, etc.
defining the City's objectives more clearly. This would be sent to various
developers so they could put together proposals for the Council's
consideration.
Mr. LaValle introduced the following resolution and moved its adoption:
RESOLUTION NO. 2001-11-254 - CALLING A .SPECIAL MEETING FOR
WEDNESDAY, NOVEMBER 21, 2001 AT 6:00 P.M.
