MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 28, 2001 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was held on the 28°i day of November, 2001 in the <br />Council Chambers of the City Center located at 515 Little Canada Road in said <br />City. <br />Mayor Michael I. Fahey called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Michael I. Fahey <br />Council Member Ms. Beverly Scalze <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Matt Anderson <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />Deputy Clerk Ms. Kathy Glanzer <br />CITY The purpose of this evening's workshop meeting is to review the <br />ADMINIS- performance of the City Administrator. The Council began with a <br />TRATOR'S review of the Administrator's "Organizational Management" skills. <br />PERFORMANCE The Mayor rated the Administrator as "E", Exceeding Expectations, <br />EVALUATION noting that he has built an effective team, suggesting that information updates <br /> be streamlined, and noting that complaints to the Mayor and Council are rare. <br /> Anderson provided an "E" rating noting that retention and recruitment appear <br /> under control, staff seems extremely knowledgeable and efficient. He <br /> suggested that the City continue to look for ways to hrtegrate <br /> cable/website/print outreach and to find staff morale boosters or retention <br /> draws that are low cost. He commended the Administrator on the fact that the <br /> City was a beta web site tlu'ough LMC. Montour provided an "M+" rating <br /> commenting that staff seems to work well together, and commended the <br /> Administrator that his review of salary scales is productive to motivate staff. <br /> LaValle rated the Administrator at "E" and indicates that he excels in this area. <br /> Scalze provided an "E" rating noting that there is good delegation to staff and <br /> that staff performs well. <br />The next area rates was "Fiscal/Business Management". Anderson rated the <br />Administrator at "E" and suggested that he would like to receive financial <br />information earlier so that he has time to absorb it and formulate questions. <br />Anderson commended the Administrator on cost savings proposals and for <br />
