MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2001 <br />protecting the City's financial position in negotiating with developers. <br />Montour provided an "E" rating and noted that this is the Administrator's <br />strongest area. LaValle agreed with an "E" rating. Scalze provided an "E" <br />rating and commended the Administrator for his work on the town meeting. <br />Fahey provided an "E" rating and agreed this was the Administrator's strong <br />suit. Fahey noted that the Administrator brings the benefits of the City's <br />having its own financial consultant. He commended him for the good use of <br />citizen input into the budget process and for working to keep Little Canada in a <br />favorable position related to taxes within the County. <br />Council next reviewed "Program Development and Follow-Through". Scalze <br />provided an "E" rating noting that the information update is excellent and that <br />the Administrator organizes the Council's thoughts to gel into an idea. Fahey <br />provided an "M" rating, and made some suggestions for elimination of this <br />category and adding components to others within the review form. Anderso^ <br />provided an "M" rating stating that he would like to see more community <br />outreach and a method of measuring/identifying the public's city services <br />needs/wants. He indicated that staff efficiency and follow through are superb <br />and responsiveness to questions has been outstanding. Montour provided an <br />"E" to "M+" rating commenting that at times there is so much going on that <br />follow-up on some projects is not as strong as it could be. LaValle provided an <br />"E" rating. <br />The next area rated was "Relationship with Mayor/Council". LaValle rated the <br />Administrator at "E" and reported that the Administrator always has a good <br />quality answer. Agendas are very complete. Scalze rated "E" and noted that <br />the Administrator has excellent verbal and written communication skills. <br />Fahey provided an "E" rating noting that the Administrator manages his <br />relationships with the Council, general public and developers extremely well. <br />Recommendations are well researched and justified. Anderson rated "E" and <br />suggested that he would like an on-going report of upcoming events, <br />suggesting this could be added to the web site. He also stated that he would <br />like to see the City adopt apro-active media approach to highlight the City's <br />efforts/accomplishments. Anderson commended the Administrator for the <br />City's town meeting and the web site. He also commended his responsiveness <br />to questions and the quality of information provided. Montour provided an <br />"E" rating stating that information is clear. He suggested a report listing <br />Council-directed goals and status and more consistent information updates. <br />Council reviewed "Long Range Planning". Scalze provided an "M" rating <br />noting the difficult of doing this with the budget. She indicated that her <br />concern was that we spend to the amount budgeted and there are seldom excess <br />monies left over. Scalze suggested the need for continued goal-setting <br />sessions. Fahey provided an "M" rating and suggested that goals be tied to <br />activities and measurables and target dates for completion by department <br />2 <br />
